Probably not the best way to measure weather V-synch is hogging resource or not. it can tend to do so sometimes, but that's beside the point. You pc can handle it like a boss. plus your already downgrading so much buy turning your settings way down.
Anyways I think the post is meant to say that because with V-sync is turned on its hard to tell how high the FPS can go to on PS4 as its being caped at 30. I think If you bring the whole DF analysis they state that this is the way to go as overall the PS4 version is smoother when it hits the target and in the end there verdict they prefer the PS4 version slightly overall. Probably the best indicator will be to show the VPS counter rather then FPS. There must be a reason why its on PS4 but not XBOX one, and it could be good or bad either way.
