I agree with all the reasons you gave for getting the PSP version...I find it is much easier to pick up and play whenever and wherever, especially with the PSP's sleep mode.
You can usually snag an off-brand (Olevia, Vizio, Westinghouse, etc.) 26 inch LCD for $500 from your usual big box retailers...those are probably your best bet IMO
It's been waaaaaay too long since TM: Black, so I'm really looking forward to this, even if it's just a upgraded PSP port. Can't really go wrong for $20, though I do wish it had online multiplayer :(.
