The thieves guild master is the gray fox but you can't meet him so you have to go to the Imperial City Waterfront and either go to the Garden of Dareloth at midnight and talk to the black guy (cant remember his name) or go inside his house during the day.

If you are really into the game like I used to be then starting a new game is fun and done basically to try out new classes and races that you haven't tried yet. At least that is why I did, other people may have different reasons.
