Sephiroth because his true evil lie's in not how many he kills, but who he kills. What he does is try to kill everyone a person loves, and just smile in pride
Sephiroth and here's why. Sephiroth was like every other human.then with the discovery of his past he instantly became a monster. He has a relentless pursuit of power and his death didn't even stop that. Also instead of just killing cloud he kills everyone around him. Sephiroth also gets inside your mine during a battle instead of brute force. and during a battle like in AC he never changes the personality he is always calm and speaks softly durning the battle which is creepy. Finally we assosiate him with an angel which in the mind gives you the thought of both evil and good powers like you see in the last battle when he is a 8 winged angel with one black wing out of seven white
