XNA members can create and post their games to be reviewed. You do not need to join XNA to play. Though the only games you'll be able to play are those approved by Microsoft. Microsoft and other XNA members get to review beta versions of created games, if it's good enough, doesn't break trademarks, not buggy, and not controversial (I wonder how long it'll take for the first sex game to be released) then it will be put on Market place.LoserMike

Do you have to be a member of XNA to play these games or do you only have to be a member to create games?
