It's probably a combination of your CPU and RAM. They're both in need of an upgrade. Maybe upgrade your RAM to 4GB, it's really cheap these days, and the CPU to something like this, although you may need a new motherboard.

You can not upgrade the mobo, or PSU because Dell uses a reverse case for the Dell XPS 420, and the motherboard is also mounted on the reverse side of the average case. Same reason for the PSU.

I have both of them, and I have to say that Midnight Club Los Angeles is a lot better. The city, the way cars handle, and the general gameplay and interface is a lot better. Need For Speed Undercover is really not as good as Midnight Club, and if you were to make a choice between the two, I would recommend Midnight Club Los Angeles.
