Halo 2 was rushed, they just ran out of time and had no time to polish it. They're going to make sure that doesn't happen to Halo 3, and hearing about what Halo 2 was meant to be and wasn't - and yet still managed to be the popular game on XBL for a long time - has me pretty excited for Halo 3.
I haven't played COD3, but in real life a bolt action rifle is a rifle that requires you to insert a single bullet, slide the cartridge forward, fire, then retract the bolt and eject the cartridge - then repeat - for each and every shot. I imagine in gameplay terms, this means the rifle has quite a slow rate of fire.
