These aren't necessarily different people.

I downloaded a copy to see if it would run on my computer. It did not. So I bought a copy for 360. That's one sale and one pirated copy. However, it's probably not how they think of the numbers.

This does come off a bit as a PR piece, but that shouldn't be surprising. Larger studios get more leeway than smaller studios when it comes down to review time - even with egregious issues like environments repeated ad infinitum. There's a reason why if you hit metacritic/etc. the critics have this game a bit below Origins, but the users have it as below average. It fails on many levels, it mess of missed greatness and lost potential, and no amount of hype can truly compensate for that.
