if so, why do some games that have great sound or graphics get a low score for them?

take for example your review of rise and fall civilizations at war. Now i am no particular fan of this game, ive only played it a couple hours and dont really like it, but for petes sake, you gave it a 7 on sound. Its sound is amazing, even said by your editor in the review. It deserves a 9 for sound but was given a 7 for some reason. Why is this? Why why why why! its been like that for other games to, graphics on supreme commander were rated kinda low(dont remember wat). they are good graphics, but got rated down probly becuz the game doesnt run well! if the thing said "how does the game run" give it a low score. Im sick of reviews that do this, so stop!
