No, it was full price at first. I believe Phil used the phrase "think of it as another game" It didn't become the mysterious undisclosed fee until AFTER everyone got into an uproar over it and MS started damage control.

I think it's actually more likely that the article is talking making new game to appeal to women because women ARE NOT CORE gamers and DEVELOPERS WANT THEM TO BE.

Reading between the lines he is basically saying, we need more revenue, women are not buying games let's sell more games to the girls/women.
