What was the developer taking?!

I wasn't the biggest fan of the original 1987 Midway classic NARC, which was a good game, but a little repetitive. In that game, you were a undercover NARC trying to stop drug dealers. Jump ahead 18 years, and Midway has decided to update the classic by actually taking the drugs you originally were trying to stop before. Okay, I think I missed something here. Who thought that it would be a good idea to have the main character take drugs to improve fighting skills and whatnot? That's just one problem with this game. It's probably the biggest problem since the idea of taking drugs in a video game is about the same as taking them in real life. Yes, I don't want to do it in real life or in a video game, thank you. Other problems include very weak cameras, a crappy auto-aim, graphics that seem to be for the PS1 and a crappy fighting engine. The only plus is having Michael Madsen and Bill Bellamy do the voice over, but having Michael Madsen do voice overs is starting to feel like a red flag for bad video games (Driv3r isn't any good either).
