The first Megaman gave birth to the franchise while the 2nd made some refinements that made it the series standard, now comes Megaman 3, which provides even more addictive game play as well as better presentation.

Story: After being defeated by Megaman for the second time Dr Wily claimed to have change for the good.
He and Dr Light then worked on a robot called Gamma and plan to use it to maintain peace, 8 robot masters were also build in order to support Gamma.
However a few weeks later the 8 robot masters went berserk and stole Gamma, at that time Dr Wily also mysteriously disappeared.
It was up to Megaman to retrieve Gamma and bring back peace.
However a mysterious robot pursues Megaman on his quest, for reasons unknown.

Game design: The game's graphics looks as good as the last.
You will be introduced to 8 new robot masters, each weak against the other, and a few new characters.
There are also other extra stages, so the game is much longer than the last. You will also get to see scene sequences where Megaman talks to Dr Light.
After finishing the main stages you get to go to the final stage.

Game play: As Megaman you will be jumping and shooting things in your way.
This time Megaman gained the ability to slide, which can let him slide through tight spots.
This technique can also be used to make a quick dash.
Another new feature is Megaman's side kick Rush, the robot dog.
Rush can help Megaman reach areas he normally can't, by transforming into different vehicles, but using them will cost energy.

Sound: Sound affects are the same and there is a good selection of music in the game.

Megaman 3 introduces a few new mechanics and also increased the amount of challenge in the game, making it much longer and much more fun to play.
Of course there is the password system so you can always resume from where you stopped.
While Rush is an interesting new addition it is a bit flawed, because there are some stages that will require you to use Rush in order to progress, however if you don't have any energy you won't be able to pass, leaving you to die or reset a stage.
For some of the final bosses there are issues with restarting points, once you get killed by a mini-boss, sometimes instead of conveniently starting from the front door, you will have to start from the beginning of the stage which makes it a pain, but that's only in a few cases.
Quivers aside Megaman 3 is by far the best title, providing you with extra challenges and fun game play, I strongly suggest you check it out!
