Visually great. Interesting OST. Story is interesting, but too short.

As for all new games this year the graphics are great. Especially for a game for quad core processor. The OST and the radio stations in the game are really kept in the 40ties/50ties style. Visually interesting cutscenes.

But still it's a GTA-style game. Run arround, shoot, hide, drive, steal and so on. It has some interesting features which make this game a bit better than it's biggest rival (in my opinion) GTA4.
1. The police start chasing you even for speeding and not like in GTA when you rush by a cop car doing about 200km/h and the cop turns the other way.
2. The cars on the streets are always locked, so you need to lockpick them or smash the window (to remind - in GTA ~99% of the cars are open).
3. The pedestrians on the street act a bit realistic then in GTA. They stand shocked as you smash a cars window and do not begin run away as they hear the sound of breaking glass.
4. You can fix the car after a mad crash and not just steal another one.
5. The garage really works as a garage - store your cars, repair them (but how the hell can you get 10 cars in a garage in the size of 3m times 5m?)

Since I have started comparing to GTA4 let's continue with the downsides:
1. Story is too short. I have finished it in a week by playing just 2-3 hours a day. GTA4 I have been playing for a month (also 2-3 hours a day) and have not yet completed the half of the game.
2. Map could be made a bit bigger. I know that the bigger the map and better graphics, the less are those PC who could handle the game even on low graphics. But still, I can travel through the whole city within the speed limits in 5 minutes (GTA4 city with a speed of ~150km/h takes about 10 minutes).
3. No sides quests. There is only the main story quest with no real side quests.
4. No real free roam mode after the game is finished.

As for the currently available DLCs - some cars, some cloths. Which are available at your garage/closet. There is no searching or collecting of the DLC included material - all is already there for you to use it.

So I would say - it's fun to play, but there are better games in this genre. Let us hope that the downsides will be eliminated with some new DLC.
