Make sure you're high in illusion and then go here http://www.gamebanshee.com/oblivion/spells/illusionnovice.php On the left you'll see a list of of the schools and their levels.
You can create your own spells at the arcain university. In order to go there, you need every reccomandation of every guild hall in each city. Than, you need a high illusion skill, to create an invisible spell. You can also buy spells from mages. Â
