Midnight with no lights on, and the sound wicked high and theres alot of scary moments. Normally though it has some moments, but nothing horribly bad (and I'm not a big fan of scary type scenery).
Mainly because your on edge, hear something, turn to confront it, and die. In all seriousness, it relies heavily on the atmosphere. It portrays the decaying city of Rapture better than most big budget hollywood flicks portray their own worlds. It's honestly not scary. If you want scary play Doom 3 on the hardest difficulty alone in the dark. They're cheap scares but it'll make you jump.

I only had time for one playthrough because I borrowed it from a friend. amd I never got the DLC for the difficulty and extra stuff.
The only truly scary part in the game for me was your first arrival into Rapture in the transport and that first Splicer appears killing someone right outside the vessel. Then you'll remember it goes nuts tearing the transport up and jumping around in the dark. Terrified the bageezers out of me and I very nearly quit the game right there without even stepping out of the transport. The rest of the game had it's moments but nothing to that degree.
