Seeing as how Sleeping Dogs is a GTA clone, GTA would probably be a good place to start. :)
Sleeping Dogs, to me anyway, is a GTA clone with Batman (Arkham City or Asylum) combat. While its a solid game, I prefer either of those inspirations over it.

This is a racist and disgusting post! What is wrong with the chinese? And why don't you want games with chinese characters?! The game shouldnt matter as long as its good and who cares where the characters are from?!

If you're talking about jumping around shooting stuff, you can start with WET and Stranglehold(though I think Stranglehold is also set in Hong Kong). If you're talking about well and truly beating the crap out of badguys, go with Batman: Arkham-anything and Captain America: Super Soldier(TMNT: Out of the Shadows is coming next month, and it's gonna be a doozy). I've heard good things about the Amazing Spiderman for stomping street punks, but I haven't played the console version myself.
I loved WET even though it was a terrible game. Ruby Malone. What a fox!

It was rough- not terrible. It had almost no polish whatsoever, but the mechanics, the setpieces and most especially the soundtrack were downright amazing. I felt like such a badass running all the different moves together in an unending combo of violence. Such an awesome game even with it's technical faults. Rubi had a bit of a profanity problem, though. Not too much profanity, but rather too amateur profanity. Therer are times when she strings together obscenities and I'm left thinking, 'you could've just left it at "C*cksucker!".'
