EEven though for me it is a very easy answer since GTA is by far one of my favorite franchises ever i have to say your question is a bit unfair for the timing.
MAny in here are playing GTA right now and/or are under the GTA hype and they will answer R* but they would answer differently if the game that was just released was HAlo 4.
Really tough decision for me. Since there are a lot of Halo haters here, I'll vote for the underdog Bungie. Besides, Halo/Bungie being compared to other games all the time is getting old and annoying.

ive had a lot of fun with halo but none of them have ever wow'd me like GTA 3 and 4 have
Rockstar North. Halo is very overrated and its lack of evolution since the original indicates Bungie's lack of innovation and to a degree, technical prowess. Whereas, GTA continuously evolves and the most recent entry to the series may very well be the highest rated game of all time.
Bungie haven't really done anything revolutionary have they? they just took old concepts and improved on them. Rock star for me because of GTA naturally, I've beaten GTA IV twice now to see both endings and now for the key to the city.
to say bungie didnt change a whole lot from the first halo to the third is completely fair it was a near perfect game so they made little tweaks here and there and in what is my opinion made one of the best trilogies ever, but to say that rockstar has just completely reinvinted themselves and greatly improved everything is false i would personally say theyve took what gta3 was and added a bigger city and made the controls and sidequest easier and i dont mean easy as in they are easy they just made it flow a little better but it is still basically the same game its just the tech now days let them add more then they could then.
dont get me wrong the game is great but to me its just a bigger little better gta3 and the companies make 2 completely different kinds of games so not really a fair comparison but im an fps guy so bungie

The Marathon, Myth, and Oni series were all made by Bungie Yeah but look how those turned out... I tried Marathon durandal and I was disgusted, and I can still swallow castle wolfenstein and Doom, but that was some crappy crap. Oni was nothing special either, Myth was cool though, very fond memories.

Anyways, R* > Bungie in my opinion, I love both the Halo and GTA games, but I've been playing GTA since the first one and they have a special place in my big nerdy gamer heart.
I don't particularly like either, but at least Rockstar North actually tries to improve their games rather than just made asinine sequel after another like Bungie did. :|
