Do they also feature Offline Bot Matches? And can you play Offline with Bots and another human player in Splitscreen? Like in COD Black Ops?

No, there is no offline bot matches. Spartan Ops is exclusive to Gold memberships, sadly.

This probably won't help much, but the Halo 4 package does come with a 14 day Gold trial.

You can play Spartan Ops solo, or in split-screen. You don't need Gold for that.

No bots, but every mode in the game has split-screen support, just like every single other Halo before it.
