My friend has this ring, and i want it so badly it is the chameleon ring in oblivion, i don't know where the quest is to get it please help me in finding it, i'm also level 10 which is the level you need to get it.:)

I don't own the game or anything but I think the best place to ask this would be the Oblivion gamespace or google yourself a guide to the items.

And having just done that myself I have found that it is a random drop but some guy got it from a particular place, why don't you try there?
