How does it have a 9 user average?

Not even released yet. I hope you guys aren't disappointed. Looks like a solid 8.

Id be willing to bet it will receive a 9/10. Its gotten waaayyyy too much attention in order to only be an eight. Yes, games have received lower scores with just as much attention in the past, but the difference is that enough of this game's content has been shown that everyone already knows what to expect and yet are still pumped.

games are usually pirated a few days before launch.

I wouldn't generalize to say people got their hands on the game earlier because they pirated, but more because of isolated cases where a local game store sells the game earlier. This happens all the time.

for what it's worth i'm not judging, i do know quite a few people pirate it just to see if it'll run on their computer before buying it, particularly games like this that recommend insane hardware. against the law maybe, but I find that reasonable.

This game actually sucks and is a HUGE dissapointment.

The only cool thing about this game is shooting people.
Otherwise the driving is terrible, the graphics are terrible.
I Think they should have gone to Rockstar to get some tips on how an open world game should be done.

It's terrible to call it a next gen game, which is why I'm not interested in it. It looked really good at first but was just cheap lie.
