No level Cap

So I think you all heard the news

The Witcher 3 has no Level cap

I think 200 hours for this game is not enough :D

I'll be playing this game for a long long time

How does that work exactly? Lets say there is a boss I just can't beat yet, if I go level up a few levels then fight him will he then be harder too since I leveled up? Or will he then be easier because his difficulty stays the same but i'm up a few levels?
