Terimina is not in the same land as Hyrule. Read this from the offical website:

Ok.Maybe there will be a future Zelda game that is a couple of hundreds or so after WW and that and an evil form below (from the ocean) is trying to sink the islands so the reborn Link has to deflood (don't know if thats even a real word lol) the great sea somehow in order to defeat this evil. This is just an idea I thought of but that could be a way in how the Hyrule from OoT comes back.
The Great Sea
Once Hyrule was flooded by the Gods to ‘protect’ the land from Ganondorf, it is turned into a vast sea. The inhabitants of Hyrule are forced to quickly settle on the top of the mountaintops, and eventually they forgot about Hyrule and the land below the sea. This huge sea with many islands became the new home of all life in Hyrule.
