...if 60fps was absolute minimum developers were going for (assuming of course consoles would be sufficiently powerful)?

By cinematic mumbo jumbo, of course I mean the focus on slow, methodic camera movements instead of life-like fluidity of movements and razor-sharp responsiveness.

Would we still witness so many walking segments and other gameplay-breaking atrocities?

"Cinematic" doesn't mean 24fps.

It's a style of game that mimics movies.

Nothing to do with framerates. It's related to games being treated and advertised as movies, with publishers wanting the accessibility of movies.

Without cinematic games we would never have had the Homeworld series (or the up coming re-master) or the Wing Commander series and to top that off, without Wing Commander there would be no Squadron 42 being made. That will be a very cinematic game with branching story lines to lead players into the persistent universe of Star Citizen.

Cinematic cut scenes in games can be good, if done properly to advance the story or introduce a new segment with some pretty eye candy, such as a major battle that you are just entering. It's when they take control away from you and are over used, that turn a potentially good game or concept bad.
