I just didAlthough probably some people want the answer to be something like the 360 can't handle Heavy Rain, etc. here in SW, the real reason is because Sony is publishing the game.
Because it's making full use of 100% of the PS3's awesome power, fully utilising Blu-Ray and the power of god-like The Cell. The game would need 20 discs just to play the title screen if there were to be a 360 version.

pretty much this That's an interesting thing for Cage to say considering it's apparently obvious that that was not how the next generation turned out. That said, the point is that it's inarguably okay when a developer chooses to dev for a single platform but it's more ambiguous when a platform buys the exclusive rights to a game. However, you have to realize that neither Sony nor Microsoft have an obligation to bring happiness to the lives' of the competing brand's supporters, and it is within their interests to do the exact opposite in order to bolster loyalty to their brand. You're confusing running a business with greed.David Cage and the folks at Quantic Dream chose Sony as the publisher. "We chose Sony because the PlayStation 3 is really the console that we liked."
In turn Sony paid the majority, if not all of development costs and now own the Heavy Rain IP.
