Japan obviously, they have the most top tier devs in one spot. However I prefer western devs. Breaking it down by continent is probably a little more reasonable.

Second would be the US for me. Bungie,blizzard,valve, Obsidian etc.

Though Japan is really really close.

If we're looking at the best, I'd say Japan, although overall I'm not too sure as many Japanese companies have dropped the ball recently.

Edit: There are a lot more Canadian devs than just Bioware.

The US. Japan has some big names but they haven't really turned out anything amazing this gen. Most of this gen's big hits have been from Western developers, especially in the US (Valve, Bethesda, Bungie, Infinity Ward, Blizzard, Harmonix, Naughty Dog, etc). You could also technically count Rockstar as an American company since their headquarters is in NYC, although if you want to narrow it down to development houses there is Rockstar San Diego which is responsible for the Red Dead series.

lets face it ms has done nothing but shooters galore and i just cant stand the same ol stuff-it was cool up until timesplitters 3 l , after that point i just gave up , they are out dated now especally when thats all they do is shoot at the same thing-who has the best graphics/explosion they dont even care bout how long the games are heres a good example i sat down one day

completed cod 2 3 4 and 5 all in one day

this gen: A near tie between japan and US as many of Japan's studios have ether dropped in quality or have cut good game release numbers (less games). US studios have started turning up the heat, so I think the US has a slight edge as of now.

Canada (Bioware, Ubisoft, great EA and rockstar studios) and the U.S. Why so many people think japan is beyond me, they make alot of crappy games compared to the good games they make.

Isn't US like 100 times the size of the other countries, and doesn't it have relatively superlow taxes?
I mean, if the answer isn't US then something went wrong.

I think it would be more interesting and fairer to count each state as a country.

Honestly, I think Europe takes the most risks and makes the best games this gen.

Crytek(Crysis), CDProjekt(The Witcher), GSC Gameworld(Stalker series), Piranha Bytes(Risen), Tripwire Interactive(Killing Floor), 4A Games(Metro 2033)etc.

Although after that, it's Valve and DICE, US companies.

It's hard to say this because my favorite game of all time really is Chrono Cross, which came out of Japan.

However, most companies that produce consistent quality for my tastes are in the US. And by companies I only mean Blizzard and Valve. Square-Enix, why must you have forsaken me?!
