Devil May Cry 3 vs. Devil May Cry 4 vs. Bayonetta vs. DmC: Devil May Cry (reboot)
DMC3, Shadow of Rome, Ninja Gaiden 2, Bayonetta, and Dark Souls.
Those are the ones that immediately come to mind.
There are going to be three major answer groups:
Personally, I am most partial to Devil May Cry's (specifically DMC3SE's) combat system. I haven't gotten far enough into Ninja Gaiden Sigma (yes, I know) and while Dark Souls is one of my favourite games from last generation, it isn't Devil May Cry 3.
what about DmC reboot....can't you switch weapons at will in that game, how does that stack up to DMC 3 and Bayo

Really you could do that three in any real order you want, and it's all really correct. Because they all do one or two things better than the other.
Overall best action games?
I'll give it to DMC, because it gave birth to modern 3D action games. Without it, Ninja Gaiden, God of War, Bayonetta, etc wouldn't be...
DMC did to action games what GTA did to sandbox games.

Mount&Blade: Warband. Gotta love how damage is being calculated by stuff like where the blow hits, your weapon's movements in relation to you and your enemy's movements, the high lethality, regional armor, the variety of weapons to kill people with, and the satisfaction of getting blows in.
Right now I am playing as a badass viking throwing axes on people as I close in on them, once I get close enough I give them a taste of my hammer.
I'm gonna be a hipster and say that Red steel 2 has some of the most fun combat in any game ever. It's surprising that they managed to make first person swordsmanship work, but hey, they did it. Felt awesome.
Although there's something to be said with dark Souls' deliberate approach. In another game it'd just feel clunky but it feels right in the context of the game.
@TheEroica: Arkham Asylum has some of the worst combat I have witnessed in any game ever. At least the predator sections were good, great even, but goodness me the combat sections were unbearable.

broken pic? Not saying its perfect, but given the confines of what that game does, its pretty damn satisfying...
Devil May Cry 4 playing as Dante. 3 is faster, but 4's Dante can swap styles on the fly, opening thousands of new combo options.
Personally, I'm a DMC fan first, but Bayonetta and Metal Gear Rising both have outstandingly good combat systems as well.
Has no one said the Arkham games? those are pretty awesome.
They are awesome games that make you feel like Batman, but they are woefully shallow. Sure, you have combo takedowns and quickfire gadgets, but the challenge rooms get old fast. The main combat system you play with for the first two thirds of the game is incredibly simple to use if you have a basic understanding of timing. It's not bad, but it lacks depth (which is not complexity per se).

It certainly doesnt have the complexity and variations of combat like some of the hack and slash games do.... though I still found it's combat quite satisfying when you find the groove... but yeah, it isn't a game that is going for precision like a Ninja Gaiden or Bayonetta is going for.

Of those I have played, Bayonetta was the game I enjoyed the most. I actually wouldn't put Dark Souls anywhere near the top. There was too much necessary repetition to make it enjoyable for me. Personal taste.
Chivalry
Chivalry is pretty fucking dope. Hell throw in some more beat em ups, I love me some Mount and Blade.
Wish it could get implemented in other games
An Elder Scrolls game NEEDS Chivalry style combat. WOuld make it far more engaging and dynamic and make you feel involved. Rather than the floaty shit it has now
I could say all the usuals like everyone else (Dark Souls,DMC3 etc) but I'm gonna give a shout to Dragon's Dogma for combat. It has its issues but I'm playing through that game right now and the combat is a LOT of fun. I love being able to latch onto a cyclops and gash his eye like SotC
Metal Gear Rising is also damn fun to play combat wise but it's not as deep or detailed as some others
