Sure combined it's 512MB

But when it is split between the CPU and GPU

The textures suffer alot due to this.

Not to mention the Web Browser on the PS3 freezes up alot and it saids "Not enough Memory to display page."

How are devs working around this?

They work around it by not making games for the PS3, unfortunately.

Well... Personally I don't know any Developers.. and neither do most of us. The developers just have to deal with what they've got, or not use the PS3 at all.. simple as that.

Devs will (and do) treat the PS3 as a 256MB GPU and a 256MB CPU

not realy that problem matic if your using the GPU and CPU in Equal proportions. Now having 512mb combined is problematic because devs concenrate on graphics to the piont that it effects the RAM for the CPU.

Apparently the GPU can use some of main memory but its not an ideal solution. Also, the Cell can perform certain tasks that are normally handled by the GPU. Creative developers always find creative ways around things like this. Just another reason why I wholeheartedly believe the PS3 is more difficult to squeeze performance out of unless you've got the time and budget (or talent) for it.
