PS3 and PSP are different platforms despite using the exact same interface. So no, OP. This shouldn't even be a question.
I'd say no. A platform is more than just the Operating System. Especially when that operating system has to be modified heavily to work on specific hardware.
Ok so maybe "platform" was a poor choice of words. But do you guys think MS' long time strategy is to converge the two more and more leveraging their dominance in the OS market?
If PC and the Xbone are one platform , then the Xbone is a useless add-on to the PC
Well like I said it's basically a Steam box with a lot of added TV functionality. Also one shouldn't underestimate the culture and brand name of Xbox.
It's Operating System for PC and Xbox One just like Windows 8 for Xbox One, PCs and Handhelds.
You see no change in MS strategy regarding the two (X1, PC) going forward? To me the signs point toward more and more convergence.

The problem is that PC doesn't compliment any home console , it insults it.
The only thing that might be good is just cross play of PC and consoles users.

There will still be exclusives both on Xbox One and PC. So, both will still be different platforms. Just few after thought ports on PC won't change anything.
