It's not ZE3. Aksyss only handles localizations of the games, and it needs to be announced before it can be localized.
A quick look at the source has "10th anniversary" as a key word in the header. 999 came out in 2009.

God I hope it is. The series is just too damn good to not conclude. My fingers, toes and nuts are firmly crossed.

I was thinking that it might be their's, but they were founded in 2006 and I figured if you count anniversaries like you do birthdays, that'd make them 9. But, well, they're celebrating their 10th, so...>.>
About the Japan angle though, I've been thinking about that. According to Uchikoshi, the Zero Escape series doesn't sell very well in Japan. Now, this is a big if, but what if Aksys is funding ZE3 themselves this time? It would then make sense for them to be doing the announcement as the publisher.
Just throwing ideas out there.
