Hmmm thats a hard one, iv never really played a bad game on the psp and i have a huge psp collection. Probably my least favourite is that taxi game, cant remember its name....erm crazy taxi? Yeah i think thats it, didn't really enjoy that one but it wasn't horrible. Or maybe gunpey but i only played that once.
The 3rd Birthday is by far the worst PSP game I've played: horrible story, dumb ending, bland characters with no character development (you have to read the database to find out the backstory on the characters, poor design choices, annoying camera, extremely repetitive, etc.
I love Dissidia :)
And the worst game I've played on the PSP is Untold Legends. Not that it was horrible, but I research and stuff before I purchase I game, so I'm generally happy with all my purchases.

I love untold legends, cant beat a bit of hacking and slashing:D I love dissidia to, hence my sig. Actually i pretty much love all psp games, im a psp fanatic. If i dont like a game the first time i play it, i leave it for another day. I hated dissidia for the first 2 hours but now it's one of my faves, sometimes i think you just need to give things a second try or maybe im easily pleased when it comes to games:?
NCAA Football 09. Every difficulty besides Heisman was a joke. On Heisman, offense (both passing and running) was impossible and defense was stupidly easy. Every game was essentially 3-0, 7-0, or 7-3. Not to mention the blood pressure raisingest load times I may have ever seen in my life. As far as non-sports games go, Untold Legends (the first one), and Star Wars Battlefront II. Untold Legends had music so bad I had to turn the sound off after about 2 minutes and never turned it back on.Battlefront II wasn't horrible, but it just could not competein any waywith the other shooters Ihave played on PSP.
It wasn't exactly the worst game, but I was very frustrated with Motorstorm: Apocalypse. I couldn't seem to win even at the start of the game; I don't know what I was doing wrong, but I just got so annoyed.
EDIT: I have to agree I didn't like Crazy Taxi that much either.
Honestly there areseveral games on PSP that isn't that terrible (since I look upon reviews and stuff), but disapointing regardless...IMHO (for those that I acquired)these 5 ones:
1- GTA Chinatown Wars ---> On DS that game is plausible, but, since the game didn't sold well on DS they decided to make an PSP port with better graphics but nowhere enjoyable as the Nintendo port (it pains me alot to state this). Extremely overrated game.
2- Need for Speed Shift ---> Go get Burnout/Gran Turismo, despite the different focus in a racing game both titles are a way better than Shift
3- Prince of Persia: The Forgotten Sands ---> I've got this one as a birthday gift, despite the effort to make an balanced game between the classical title, somewhat the late installments and an Movie, the game is an letdown in both gameplay and history. (Even worse than Revelations and Twin Thrones)
4- Naruto Ultimate Ninja Heroes 3 ---> I'm not a fan of the anime, but I keep with the manga here and there....despite having an Beefy rooster, the gameplay was lackluster.
AND THE WORST is.........
5- Tom Clancy Endwar ---> I wasn't expecting a great strategy game on an Portable, but I alsoWASN'T ready for such garbage in the game. It'l literally the DS port (who it's ok to be lame since, well, since it's DS hardware) but having no interaction, missions made in a boring and repetitive way, crappy graphics, bad gameplay and much more annoying points make this MY worst experience in PSP.
