Just go to all the alchemists and buy all their potions and all their: Blisterwort, Blue Dartwing, Blue Mountain Flower, Butterfly Wing, Charred Skeever Hide, Daedra Heart, Eye of Sabre Cat, Imp Stool, Rock Warbler Egg, Swamp Fungal Pod, and Wheat. Then combine them two at a time to make health potions.

You shouldn't even need health potions...use magic to heal

If you really want to stockpile potions for whatever reason, the best way is to make them yourself using alchemy.
