Erm.... No you don't need a PS3 to play against other people online with a PSP. As long as a game supports infrastructure mode (online play), you can use your wifi in your house to play against other people.
Yes. There are two t ypes of modes PSP supports, Ad-hoc (same room type stuff) and infrastructure. It will tell you on the back of the box if the game supports either.
