I wanted to switch Skyrim over now but wanna make sure I don't have to download everything over again

My girlfriend likes to play games in French and I play in English. I know how to switch languages on steam but do I need to download the game all over everytime I go back from French to English or will I keep all that nformation stored. I tested it going from English to French and I had to download the whole thing again. I'm wondering if I go back, I would have to do the same?
