That's not a good system, the cpu isn't much and the video card isn't either
On bestbuy you can't find systems with a good videocard However you can alway add one
This is a very good system for 429$
http://www.bestbuy.com/site/Dell+-+Inspiron+Desktop+/+Intel%26%23174%3B+Core%26%23153%3B+i3+Processor+/+4GB+Memory+/+500GB+Hard+Drive/2834128.p?id=1218354838953&skuId=2834128
All you have to do is buy an videocard and maybe another psu, depends how much the psu is and how strong you want the videocard to be. A hd 6770, hd 5770 is already very good for games and runs on low power psu's like a 400 W or 350W psu. IT costs around 120$. If the psu is lower than 350W you will need to buy another psu, a 550 W psu is more than good enough and you can get it for 50$.

That CPU is only a 2 core. There is I5 version for only $30 more (4 core CPU).

Also the PSU is only a 300 Watts at best for that Dell model. You will need to buy a new PSU as well.
Edit:
This is what I would do.
Use your $250 credit to buy the videocard from BestBuy. I would go with this.
Asus 560 TI
http://www.bestbuy.com/site/Asus+-+NVIDIA+GeForce+GTX+560+Ti+1GB+GDDR5+PCI+Express+2.0+Graphics+Card/3243146.p?id=1218388673602&skuId=3243146
Then Buy this Do-it-yourself kit from Newegg. You have to put it together but it comes as a bundle and you get a discount.
http://www.newegg.com/Product/ComboBundleDetails.aspx?ItemList=Combo.644166
Price $594.50
This will give you a very good machine.
4gb is more than enough, the i3-2100 beats a phenom II x4 955 which is a decent quad core processor. Sandy bridges cpu's are lightning fast However sleepingzzz model suggest is a sandy bridge quad core cpu and it's only 30$ more, that's a good deal. As for the psu It depends how strong your videocard is. If you buy a gtx 560ti you will need a new psu, but that card is 250$. I checked the psu online, it's a 300W model. for the 6770 model i posted i would buy at least a 450W You can also buy the hd 5670 or hd 6670 , that will work with your current psu.the RAM worries me. should it?
O and so does the i3 processor

if you're gaming:
https://secure.newegg.com/WishList/MySavedWishDetail.aspx?ID=18714426
one of the cheapest setups for very nice gaming you can do. if too expensive find a cheaper case and power supply.
