Amnesia, The Penumbra Games and Call of Cthulu: Dark Corners of the earth. Nothing else comes close really. The Stalker games at night can be quite terrifying at times as well.Â
Fear was creepy and Dead Space was tense, but both are primarily action games in my eyes.Â
Haven't played Amnesia so i'll say Dead Space for the time being.
EDIT: just finished playing a bit of Alan Wake tonight and let me say it's so intense and i recommend it to anyone who hasn't played it yet, amazing deep story line too. I'd say this is up there for being scary.
Amnesia first and foremost. Then the Penumbra games. System shock 2 can be pretty creepy as well as STALKER at night time or underground

unquestionably. Game scared be when i was 14, and it still sends chills down my Spine, even thinking about it 10 years later. The Silent Hill games were pretty terrifying, but i don't have much playthrough time/experience to give feedback on. Dead Space 1 is a great contentender for me as well since that's all i can remember/comment for now.

People were always bragging about how Amnesia The Dark Descent was the G.O.A.T, but i beg to differ. The controls were very stiff on that game, you got carried away too much, felt like a drag to continue, there was tension and atmosphere, but i just never felt the urge to play anymore after 2 hours.
I watched a video of Amnesia where the player was being chased through water-filled rooms by something invisible and very loud. It was extremely unnerving just to watch the video, so I imagine actually playing it would be terrifying.So many people mentioning Amnesia. I never played that game, but it sounds interesting.
The most immersive scary moment I recall was in Thief III - the cradle mission.geitenvla
