Rivatuner It's in the low-level system settings under Fan settings I think, don't have it installed anymore. Allows you to set it to lower percentage levels for 2d desktop and then when you fire up a 3d app it'll accelerate to another desired speed percentage.

Goto Main =>, where it says "Driver settings" click to the right of "ForceWare detected Customize..." Select the one on the left (system settings) Goto Fan. You an probably set 2d to 25%, I have 3d performance at 100%.
