Importing mass effect 1 character to mass effect 2 question

ive already completed mass effect 1 ages ago but lost the save file. so i had to start a new game. im half way done and i really cant be bothered to finish it off. i want to start playing mass effect 2 straight away with my character. do i need to complete mass effect one to be able to import that character to mass effect 2?

I was only able to import characters that completed Mass Effect into Mass Effect 2.
