Help on buying a 144hz monitor

I'm thinking of buying a 144hz monitor. I have a GTX 760 an a FX-6300. Will I have some issues because the FPS will not reach the refresh rate?

You don't need to play a game at 144fps to benefit from a 144hz monitor. And I have no idea what you mean by issues.

No you won't.

The game can be playing at 30fps and it will work fine with a 144Hz monitor.

Nope you shouldn't have any issues. I have a 144hz monitor and it's made a world of difference over my 60hz one I used to have.
