I get floppy disk failed (40) when I boot up the computer and then have to press f1 to continue with boot. Nothing is in the drive, but I don't know how to fix it.

Just disable it in the BIOS or unplug it unless you use it alot. Mine sits on my shelf until I have to format, then it dangles from my pc until the RAID drivers are loaded and its back to the shelf with that pos.

Does it read disks once in Windows or does it just not work at all?

It doesn't work at all and I tried fiddling with the plugs to see if it was connected and it seemed like it was.

Is the LED on? If it's on all the time you've most likely hooked one end of the ribbon cable on upside down. If you aren't seeing the green LED ever, try another power connector, your psu should have at least two. If that doesn't work either the mobo controller for it is not functioning or the drive itself is dead.

The led is on all the time. So does that mean the one cable is upside down? Or should I when I open it the next time turn them both upside down and try again?

One end is upside down. Look at both ends of the ribbon cable, on one it will have a pin hole blocked to prevent inserting it upside down, so put that one back on the only way it can go. On the other end there is no control over which way it goes, so flip that over and everything should be solved.
