Processor : Intel(R) Pentium(R) Dual CPU E2200 2.20GHz Graphic card : Nvidia 9800GT ram : 2gb can i run this game proprly ? with low quality graphic?

yeah you should be fine even for medium since fifa is hardly any demanding

FIFA13 is a bit more heavier than FIFA12, so probably LOW or MEDIUM you should be able to play.

a 9800 GT won't have any problems running Fifa 13 even on high

Thats true, but still you could need some more ram anyway. That isn't expensive anymore neither. If you upgrade that as well you should be fine even with settings that are medium - high. Just with ur processor running on max. speed though.
