Just because some totalitarian psycho is saying his country is communist doesn't mean it is. Of course, it just so happen that a high % of the guys claiming to have achieve a communist state turns out to be totalitarian psychos. For communists the true communist state is always just around the corner.
We are talking hypothetically here. Utter right wing is also un-achievable because you are going to be in a pretty much constant state of war and hate.
I mean communism is utopia, everyone has all their needs fulfilled, everyone works only because he wants to help his fellow people not to achieve financial gain, everyone is equal, war and hate disappears etc. It's un-achievable in any normal time span, at best you could have god knows how many centuries of people being instilled with values like that, and even that there are a bunch of other problems that need to be solved.
But it's very easy to get people behind the idea, so it's abused by power hungry tyrants that claim they will create a communist state, but only make some pseudo-socialist fascist totalitarian hell-hole. The only two powerful leaders I'd say that have at any point REALLY wished for a pure communist state to be created were Lenin and Che Guevara, and even they descended into borderline psychotic states of paranoia in the end, and were just overtaken people that had very little belief (or a very perverted one) in Communism.
