Forcing religious beliefs on others, especially on trivial things such as the scarf is, well, trivial. France shouldn't be like Saudi Arabia and force their religious beliefs so... religiously.
This whole issue can go both ways; however, Saudi Arabia doesn't require foreign women to wear a headscarf. Many prominent female politicians didn't wear a scarf when visiting Saudi Arabia so... this isn't really courageous or news to begin with.
It would be respectful but it's not required.
