Chuck back in his Enter the Dragon days....Chuck still because he's a real person. He doesn't do his own stunts, but he used to be the American Martial Arts champ or something that high of rank.

Jack is cooler, but he has no interest in ruling the world(which is the question at hand).  I suppose Chuck Norris doesn't want to either.  So I have to take the third option.

I don't actually know, admittedly. I got this piece of information from an Opera widget someone made, which displays a Jack Bauer fact like this one every time you load it. That was the only one I could remember.

Jack was killed during an interegation in Season 2.  They brought him back, but he was technically dead.

After Steven Segal whips them both,he will have no competition and just continue to make movies. Jack and Chuck will have to settle being in second place. Chuck would win because he fought Bruce Lee in a hand to hand contact fight. Jack will lose and end up going to the shooting range to shoot Kirby, Pokemon and Sponge Bob targets as he cries about why his character is only good with a gun. My flame suit is now on!!
