its 4am and a house down the road is blasting music

Can i call the cops without getting shunned by them? Can i walk over and smash their speakers? Can i press charges if this goes on every week day night? All i hear is thump thump thump ganster garabage music! Why are these people so rude and inconsiderate of the other 12 houses around them? Do they just need and smack on the head or something? Its NOT fun when i have to work in a few hours im gonna be so pissy tommorow.
