They just have been here longer, so more people recognize them. Nobody gets popular by trying to get popular, and honestly, if you ask any of the people here that are considered popular, (I hope) they'd tell you that they don't care.
Know the way of the forum. They sense disturbances in the forums and are usually there first. And you see them a lot. And they usually say something worth reading at that time :D
To become popular you need to post a lot.. and pretty much either have the majority agree with you.. or go against the grain and have everyone disagree. Some of the most well known people are those that everyone sees a post from and just knows its going to stir up some sort of trouble. Im not recommending people go out of their way to do that though.. since those that do go out of their way to stir things up usually end up banned.
I'm guessing participating in many of the threads, having something good or silly things to say in them. Why would anyone want to be popular on a gaming forum anyway? Not like you can put that on a job application or something. :P
Not that I care but I can recognize lvl 17s but not lvl 60s how do people get so popular?

you level up much faster by doing everything on this site but posting messages as posting messages is the slowest way to level, therefore someone who is only level 17 could very well have been here longer than a level 60. Im faily certin noone here knows who i am
they pay everyone off with money so that OT users will vote them most popular when the awards come around. I for one do not except bribes. because of this I'm not invited to the award ceremony nor am I allowed to vote:P
