My mom's friend is looking for a tablet for $200 or cheaper. What are the best tablets in that price range? Thank you in advance for any advice.

Honestly i'm not a huge tablet person, but i go through fazes where i need or want a particular thing. Therefore i sit and think about that THING for... well... till i get it. I went through that faze with my tablet that i have now.
I have a 7" Samsung Galaxy Tab 2. I got it about a year ago, i believe it was only around 130 to 160 when i bought it? Maybe? I don't remember.Anyways, i really like it, as long as she is just using it for simple things aka, browsing the internet, playing with apps, e-reading, music, youtube, maybe even some netflix... etc. It's good if you just want to do little things.
In my opinion if she's thinking of doing anything of the word, blogging, gamespotting.. etc. Anything extensive with typing or quickly manuevering around, i'd suggest she just keeps to a laptop, even a mini laptop would be nice.
There are those keyboards you can get for tablet, but i'm not familiar with them and not sure exactly how they work or if they are as user friendly as people say they are. :( Sorry can't help there.
Assuming you want a 7" tablet, save up a little more and get a nexus 7
The Dell Venue 8 Pro 32GB is currently the same price as a Nexus 7 ($229) at the Microsoft Store. So I would just skip the Nexus 7.
That's cool, it really depends what you want though since they're so different.
