How do you level up pokemon if they can't attack?

In pokemon Emerald, How do you level up a pokemon if they don't have any moves that can impace damage? Thanks.

Have them start out as the first into battle Pokemon, then switch them with your stronger Pokemon. Or just plop an EXP Share on them.

Just plop 'em into battle for a turn or two, then take them out. They still get experience, but not that much.

Exp Share..do the elite four with a low level pokemon in your party that is holding Exp share and watch em grow.

Dudes, shut up. Unless you can give a reasonable answer, don't make asses out of yourselves by writing things like these. The OP is not breaking any rules, and if you have problems with his question, why do you even bother to reply? *reported* On-topic: Do as the others suggest, have the poke first in your party, then switch at the beginning of any battle. It will gain half the EXP given in that battle. If it is holding EXP.share, it will gain 2/3 of the EXP given. It will eventually level up and learn an attack of its own.

Do not use rare candy! It raises their level, so they will eventually learn attacks and evolve, but their stats don't go up. It's to do with EVs (part of the more complicated side of pokemon that they don't tell you about in the instructions). As well as the strategies already mentioned, you could also use TMs or HMs to give them attacks.

Besides, Rare Candy got it's name for a reason. Save it for the final levelling of your favourite pokes! Levelling from 90 and up is a drag since you need a whole bunch of EXP by then.

if you sent out metapod you can switch him for a better pokemon like groudon or kyogre or give him a rare candy or make him hold an exp share

The fastest way is to put an exp. share on it and have your other pokemon battle so that the pokemon you're trying to level up gains Exp. Points. But if you don't want your other pokemon to battle then I guess you could fill your team up with just Zigzagoons and walk around till you pick up some Rare Candiesthat you can use on that pokemon. I personally wouldn't use the Rare Candies though.
