Why can't I reply or quote users when I post in a thread.

Like replying to a thread and after it's posted I can no longer post or quote users without leaving the thread and re entering it. It is some feature new users get as long as they have less than X posts?

@smearygoose1768: If you've already posted in a forum and are trying to post again, you need to refresh the page. Let me know if refreshing the page works for you :)

Edit: My refresh button on my laptop doesn't work. It's F5 right?
