-=What Happened to Union levelling?=-

I am not sure if this is the appropriate topic to post in, but please fotgive me if I have placed this topic in the wronge forum( then please move it to the right forum)

For a a few weeks I have noticed that many unions and Starting unions haven't been increasing in levels( not even by percentages) including my own union.

So what I want to know is that How does a union increase in its level.

Why isn't  many unions incresing in level despite their growth and activity rate?
