Any progress on fixing the union leveling up bug?

I read under the known union bugs section that you're still working on this problem but has any progress been made?  My union hasn't leveled up at all in over a month and the last time it happened it took over 3 months before it leveled up again.  Do you have any idea as to what causes it?

They are re doing the Union Lay out so I dont see them fixing it now. When the new lay out is done, everything should work right :)
